Property (Finance)
Contributions to the Fund for Property are shown below. It was a disappointing year with a fall of 16%. Some Connexional help towards property schemes is still available but is limited by the amount churches give to the Fund.
The speed of submission of the Standard Form of Accounts has slipped even further this year with only a third of Circuits sending anything by late February. We don’t want to go back to naming and shaming at Synod so please get the forms in as soon as possible.
I also require to receive reserve policies for each Circuit (to be approved by the District) and for each Church (when the Circuit has approved it).

PROPERTY COMMITTEE
The Committee has continued its work of scrutinising and monitoring schemes for the extension, improvement and renovation of Methodist Properties in the District as well as the sale and purchase of properties. Schemes have ranged from those for simple improvements costing under £20,000.00 (Minor Works) to major schemes costing over £100,000.00. Churches have continued to improve facilities for the disabled.
Although six Circuit Schedules ‘D’ for the current year are still awaited at the time of writing, those already received show that, despite no problems being advised last year, there are now again churches where Lay Employment or Child Protection issues are unresolved. In addition, several circuits are still indicating outstanding Risk Assessments and urgent Quinquennial Inspection items. We recommend that these be completed without delay, as insurance cover could be jeopardized.
The District register of Quinquennial Inspections is being accurately maintained and shows that only six inspections are overdue for 2007, and these are all in hand.
We would again remind Managing Trustees that annual D.D.A. and risk assessments are required owing to ever-changing regulations, and that the new Fire Regulations impose new responsibilities.
New arrangements for the progressing of property schemes are being finalized which should result in quicker consents for future projects.
